So I'm trying to create a character.... the agony

anyway I would like to select a specific realm but I only get about 10 realms to choose from.

Are certain realms off limits for new characters or do I need a WP?

I think they've got certain worlds off limits right now, most likely the ones that are being merged. Like, Pandy is going to Asura, so I doubt you can select either of those since they'll be over populated after the merge. Just a guess.
